L’articolo, muovendo da una breve analisi del quadro normativo relativo al sistema del welfare, si concentra sulle cooperative sociali. Il dlgs 117/2017 ne ha mantenuto la specificità e tali enti rappresentano una grande opportunità sotto il profilo dell’inclusione lavorativa, strumentale alla promozione della persona ma, anche, allo sviluppo di un territorio. Occorre una sinergia tra risorse, capitale umano che richiede uno sforzo di adeguamento ad un mercato di beni e servizi, sempre più competitivo

Starting from a brief analysis of the regulatory framework on the welfare system, the analysis focuses on social cooperatives, of which legislative Decree 117/2017 has kept the specificity firm. It emerges that such cooperatives represent a great opportunity in terms of job inclusion, instrumental to promoting person but also to the development of a territory. A coordination of resources and human capital is needed, which requires an effort to adapt to an increasingly competitive market for goods and services, characterized by a digital transformation.
